Application
Procedures for Temporary Stay
Pursuant to the
above mentioned "Regulations for
the Administration of the Employment in
Mainland China of Residents from Taiwan,
Hong Kong and Macao", Hong Kong residents
who have been given permission to work
in the Mainland should bring along their
Work Permits to apply for temporary stay
at the local public security authorities.
According to the public security authorities,
although the administration of the employment
of Hong Kong residents in the Mainland
has not been linked to immigration control,
Hong Kong residents staying temporarily
in the Mainland (for the purposes of,
inter alia, investment and employment)
must proceed with temporary residency
registration as required. For Hong Kong
residents staying temporarily in the Mainland
in hotels or apartments open to foreigners,
they should fill in a temporarily stay
form. And for those staying with relatives,
temporary stay registration shall be made
in person at the local offices of public
security or offices of residence registration.
The Office of
the Government of the Hong Kong Special
Administrative Region in Beijing has been
advised by the public security authority
that Hong Kong residents coming to the
Mainland for matters relating to foreign
investment enterprises, or those employed
by organizations of foreign investment
in the Mainland and who need to stay for
a relatively longer period, should apply
for the "Temporary Residence Permit".
As the administrative measures implemented
by some authorities such as the customs
or vehicle administration are linked with
Temporary Residence Permits, obtaining
a Temporary Residence Permit will facilitate
the forwarding of goods, purchase of vehicles
and the application of driving licenses.
At present, there has not been a standardised
set of rules applicable nationwide concerning
Temporary Residence Permits, and local
public security authorities are liable
to set up their own administrative measures.
For example, in Beijing, Temporary Residence
Permits can be issued to people staying
for over three months, which may be renewed
at the expiry of one year.
